As-salamu alaykum, and ahlan wa sahlan. If you are reading this, you are probably weeks away from putting on your Ihram and standing in front of the Ka’bah for the first time, and somebody has told you that your phone bill will be terrifying.
They are right, and it is fixable for about the price of a taxi from Jeddah airport.
Short answer: buy an Umrah eSIM before you fly, and buy a local Umrah SIM card at the airport when you land. Both. Not one. There is a specific reason for that and it is the most important thing on this page, so it gets its own section below.
The Qur’an says of the pilgrimage journey: Take necessary provisions for the journey, surely the best provision is righteousness“ (Al-Baqarah 2:197). Data is not righteousness.
But it is what stops your group scattering in a crowd of two million people, and that is worth getting right before you leave.
The Short List
Since 6 August 2025 the Ministry of Hajj and Umrah has made Nusuk free to use with no data charge across stc, Mobily and Zain, explicitly for “users of local SIM cards.” A foreign travel eSIM roams in as an international visitor and would not normally inherit a domestic tariff. Nobody has confirmed either way in writing. They will not tell us. Assume your eSIM data meter runs while you use Nusuk.
Airalo names Zain on its own Saudi page. So do Nomad and Jetpac. In independent measurement Zain came last on network availability and worst on latency by a wide margin.
The regulator says there are 10,500 access points and “no need to search for WiFi.” A long-standing destination expert on the Makkah forum answered the same question with four words: “No WiFi. Free or otherwise.” Believe the second one.
Saudi’s own regulator measured 1,297 MB per person per day in Makkah and 1,828 MB per day in Madinah during Ramadan 2026. That is two to three times the global average.
In December 2025 dozens of outlets reported a total ban on photography in both Holy Mosques for 2026. It was false, traced to a single unverified post, and fact-checked as such. Phones are allowed. Etiquette applies.
QR code activation needs wifi. Jeddah’s airport wifi works but the queue at 03:00 after a Garuda or PIA arrival does not care about your QR code. Staying connected for Umrah starts at home the night before, not in the arrivals hall.
Umrah in 2026: What Has Changed
Some numbers, because they explain why the networks behave the way they do.
18.03 million people performed Umrah from abroad in 2025, according to the QR code activation, which is up 114% on 2022. Saudi Arabia’s Vision 2030 target is 30 million by 2030, so it is roughly 60% of the way there and running ahead of its own interim schedule.
Makkah ranked fifth and Madinah seventh among the world’s cities for international visitors in 2025.
Season 1448H opened on 1 June 2026 and had already taken 1.27 million international pilgrims by mid-July, up 22.5% year on year. Around 75% arrived by air.

Two rule changes worth knowing. Umrah visa validity for entry is now 30 days from issuance, down from 90, though you can stay up to 90 days once you arrive. And since 10 June 2025 you cannot be issued an Umrah visa at all without an electronically registered booking with a licensed hotel on Nusuk Masar.
Ramadan is the peak and it is not close. The quarter containing Ramadan 2025 recorded 15.2 million Umrah performances against 5.4 million the following quarter, roughly 2.8 times. Ramadan 1448 is expected around 8 or 9 February 2027, subject to the moon sighting. If you are going then, buy your data before you buy anything else, because the networks carry a load they do not carry at any other time.
How Much Data You Actually Need?
This is the one part of this article where I can give you an official figure rather than a vendor guess, and it is generous.
Saudi’s Communications, Space and Technology Commission publishes daily consumption during Ramadan and Hajj. For Ramadan 1447 in 2026:

During Hajj 1447 the same measurement ran between 1,326 MB and 1,372 MB per person per day across Makkah and the holy sites. The Saudi national average is around 53GB per month, which CST describes as roughly three times the global average.
Two caveats, stated plainly. These are network-wide averages that include Saudi residents, not a pilgrim-specific measurement. And nobody has ever published a study of what an Umrah pilgrim specifically consumes. I looked.

Check the validity period as well as the data allowance before you buy. Most Umrah data plans run 7, 15 or 30 days, and a 30GB plan with a 7-day validity period is no use on a 14-night trip. If you livestream Tawaf to family back home, and most people do, add more.
Video is the single heaviest thing pilgrims do with their phones, and stc’s own traffic analysis of the Haram area found social and video apps consuming more than 43,000GB per day during the last ten nights of Ramadan, led by Facebook, TikTok, Snapchat, YouTube and Instagram.
The Nusuk Catch Most eSIM Guides Miss
Nusuk is the Ministry’s official platform and it is not optional. It handles your entry permits for Masjid al-Haram during managed periods, and it is the only way to book a Rawdah slot at Masjid an-Nabawi. A valid visa on its own will not get you in. There are more than 40 million Nusuk users across 190 countries.
On 6 August 2025 the Ministry activated free, data-free access to Nusuk across stc, Mobily and Zain. Rawdah permits, Haramain train tickets, Nusuk Maps, Nusuk AI, reports and enquiries all became zero-rated.
Read the wording in the official announcement carefully. It says the zero-rating is for “users of local SIM cards, citizens, residents, and visitors.”
A foreign travel eSIM is not a local SIM card. It is a roaming profile issued by an operator outside Saudi Arabia, attaching to a Saudi network under an international agreement. Domestic zero-rating tariffs are applied at the home network level, and a roaming visitor sits outside that.
The catch: I could not find a single source, official or vendor, confirming or denying whether foreign roaming eSIMs get zero-rated Nusuk access. Not one. Every eSIM provider selling a Saudi plan is silent on it, which tells you something.
So plan on the assumption that Nusuk burns your eSIM data. It is not a huge amount, but if you are refreshing permits and maps in a crowd for six hours it adds up.
And this is exactly why the answer is both. A cheap local stc SIM covers Nusuk at zero cost and gives you a Saudi number that taxi drivers and hotel desks can actually call. A travel eSIM covers you from the moment you land, before you have queued for anything, and keeps working if you cross into another country afterwards.
Saudi Arabia’s Three Networks
Before the providers, the towers. This matters more than the brand you buy from.
Saudi Arabia has genuinely excellent mobile networks. Ookla measured a national median download of 216 Mbps and a 5G median of 320 Mbps with 24 ms latency, placing the Kingdom in the top five of the G20.
It ranked first out of 159 economies in the ITU’s 2026 ICT Development Index. Opensignal’s February 2026 report placed Saudi Arabia first globally among large-land-area countries for mobile download speed.
This is not a country where you are fighting for a signal. It is a country where you are fighting for the right operator.

Now the uncomfortable part. Airalo names Zain as its Saudi network on its own product page. So do Nomad and Jetpac, both of which are also 4G only in Saudi Arabia. Holafly names Mobily.
If they will not name the carrier, assume it is the cheapest one available. In Saudi Arabia the cheapest one available is usually Zain, and Zain is the one that measured worst on the two things that matter in a crowd: availability and latency.
That is not a reason to avoid a travel eSIM. It is a reason to pair it with an stc SIM.
What Saudi Built Inside The Haram?
I want to give the Saudi operators credit here, because the engineering is genuinely serious and it is why your phone works in a crowd that would kill any European network.
And it holds up under load. CST published daily measurements through the peak of Hajj 1447:

Twenty four and a half million calls in a day and the network still delivered 361 Mbps. In February 2026, ahead of Ramadan, stc added two more bands in Makkah and Madinah specifically, 600 MHz and 3800 MHz, for 4G and 5G.
The honest bit: All of that is capacity, not a guarantee. stc reported data traffic up 44% year on year at Eid al-Adha 2026 and 5G traffic up 60%. Capacity that grows 13% against demand that grows 44% still gets tight in the last ten nights.
Can You Actually Rely on WiFi at the Haram?
You will read that Masjid al-Haram has free wifi. Here is the state of the evidence.
For: CST stated for the 2025 season that free high-speed wifi is available to all pilgrims, with more than 10,500 access points across Makkah, Madinah, Mina, Arafat and Muzdalifah including the Grand Mosque. A spokesperson said, “There’s no need to search for WiFi. Internet access is now available for all pilgrims, everywhere.” stc deployed 3,000 access points and Zain another 950 for the 2026 season.
Against: on the Makkah travel forum, a destination expert with more than 11,000 posts answered a direct question about free wifi in the Haram courtyards with “No WiFi. Free or otherwise.” The original poster noted that the “free Haram wifi” news articles they had found were years out of date. That thread closed in November 2025.
And there is no published SSID. I looked for the network name a pilgrim would actually connect to and could not find one anywhere, official or otherwise. Compare that with Jeddah airport, which publishes its network as _KAIA Free Wi-Fi with three-hour sessions on its own site.
The verdict: the capacity exists, the investment is real, and no pilgrim I can find reports reliably using it. Do not plan around it. Buy data.
WhatsApp Calling in Saudi Arabia: The Honest Answer
This matters more for Umrah than for almost any other trip, because you will want to call home, and for many pilgrims WhatsApp is the only way they call anyone.
Here is the actual timeline, because most of what is written about this is wrong in one direction or the other.
Saudi Arabia blocked VoIP calling apps in 2013. In September 2017 the regulator lifted the blanket ban for apps that met its regulatory requirements, naming Skype, Line, Telegram and Tango. WhatsApp and Viber were reported as still blocked, because they had not met those requirements. In March 2024 the regulator publicly denied reports that WhatsApp calling had been unblocked.
Then in early February 2025 large numbers of users reported that WhatsApp voice and video calls had started working. No official confirmation was ever issued. In 2026 sources contradict each other, and most of the ones saying it works are selling something.
So I am not going to tell you WhatsApp calling works, and I am not going to tell you it does not. They will not tell us either. What I will tell you:
Some providers claim travel eSIMs see fewer VoIP restrictions than local SIMs because the traffic routes through international roaming infrastructure. That is a plausible mechanism and there is no measured evidence for it. Treat it as a vendor claim.
The eSIMs I’d Consider for Umrah
Eight options, plus the local SIM. Prices checked 8 August 2026.
Airalo’s Saudi Arabia eSIM runs unlimited tiers at $12.50 for 3 days, $18.50 for 5, $27.00 for 7, $34.50 for 10, $54.00 for 15 and $97.00 for 30 days. Its fair use policy across unlimited plans is 3GB per day at full speed before dropping to 1 Mbps, and it explicitly permits hotspot use with no tethering limits.
It is the most widely used option for Umrah and pilgrim reports are consistently positive. On the Makkah travel forum a traveller asked directly about Airalo in Makkah and Madinah and got the reply “it was a great experience. No issues” in both cities, with good coverage across both.
The catch: Zain measured lowest of the three Saudi networks on availability and worst on latency. And at $97 for 30 days of unlimited, it is expensive against a local stc package giving 101GB for the equivalent of about $51.
Worth it if you want it working the moment you land and you value a large, well-supported provider.

Saily is owned by Nord Security and carries the strongest review profile in this whole category, at 4.7 on Trustpilot across roughly 25,000 to 29,000 reviews. Its unlimited fair use threshold of 5GB per day at full speed is the most generous of the mainstream providers, which matters in Makkah where the measured daily average is already 1.3GB.
The catch: Saily will not name its Saudi carrier. Its own documentation says it “isn’t a network operator” and uses existing local networks as partners, which names nothing. In a country where one of the three networks is measurably worse than the other two, that silence costs you.
Worth it if you want the most generous unlimited threshold and the best support record, and you can live with not knowing the tower.

Nomad is one of the few providers that publishes its carrier, and in the United States it publishes the split between capped and unlimited plans, which is the best disclosure practice in the industry. For Saudi Arabia the answer is Zain.
The catch, and it is specific to Saudi Arabia: Nomad’s Saudi plans are 4G and LTE only. No 5G. In a country where the 5G median is 320 Mbps and CST measured 404 Mbps at the peak of Hajj, you are deliberately buying the slower layer. For messaging, maps and Nusuk that is fine. Worth it if you want a named carrier at a mid-market price and you are not planning to stream.

GigSky’s model is to connect automatically to the fastest network available rather than lock to one, which in Saudi Arabia is a genuine advantage if it works as described, because the difference between stc and Zain is measurable. Worth it if you want to verify activation before paying and you like the multi-network approach.

Sim Local’s model is reselling operator-branded local products rather than pure roaming bundles, and where it does that it names the operator, as it does with au in Japan and with Movistar, Vodafone, Yoigo and Orange in Spain. Its unlimited tiers elsewhere run to 10GB per day at full speed, which is by a distance the highest daily threshold anyone offers.
The catch: it does not name its Saudi operator, and its Trustpilot profile is currently flagged by Trustpilot itself for removed fake reviews. That is not a reason to avoid the product, but you should know it before you decide.
Worth it if you need a very high daily threshold and you are comfortable with the above.

Amigo’s distinguishing feature across its catalogue is that some of its plans include minutes and texts rather than being data only, and it states unlimited hotspot and tethering in writing, which is uncommon.

The pattern that actually works for a pilgrim:
Install a travel eSIM at home, with a small plan, three to five days. It activates as you land, so you have maps, your group chat and your hotel confirmation from the moment you clear immigration. That is the window where things go wrong, and it is exactly the window a local SIM does not cover because you are still in the queue.
Then buy the stc Sawa Ziyara package that matches your trip length, at the airport or from a shop in Makkah. It is a fraction of the price per gigabyte, it gives you a Saudi number, and it covers Nusuk at no data cost.
Run both. Your phone will hold two profiles. Set the local SIM as your data line once it is active, and keep the eSIM as backup for the day the local network is congested in the last ten nights.
If your phone does not support eSIM at all, which is true of many older handsets across Pakistan, Indonesia, Egypt and Bangladesh, the local SIM is your whole answer and this article is simpler than you thought.
Getting Where: What is Free on the way
Saudia now gives free wifi to every passenger in every cabin. The first fully connected flight was SV1044 from Jeddah to Riyadh on 31 October 2025, using multi-orbit satellite capacity from Neo Space Group, with speeds up to 300 Mbps and a stated plan to exceed 800 Mbps. It is multi-device with no re-authentication when you switch. If you are flying Saudia, you have connectivity before you land.
Emirates, Qatar Airways, Gulf Air and flydubai all now offer free Starlink on a growing share of their fleets, which covers a large slice of Umrah routing through Dubai and Doha.
Turkish Airlines is not free for everyone. Unlimited messaging is free to all Miles&Smiles members, full wifi is free for elite tiers, and everyone else pays from about $3 for messaging up to $25 for long-haul unlimited.
Jeddah airport publishes its network as _KAIA Free Wi-Fi, free across all terminals, in three-hour sessions that you reconnect by logging in again. The airport itself warns that bandwidth is shared and degrades at peak. It handled 53.4 million passengers in 2025.
The Haramain High Speed Railway runs Makkah to Madinah in two to two and a half hours and carried 9.6 million people in 2025. Tickets are among the Nusuk services that are zero-rated on local SIMs.
Third-party guides say there is onboard wifi. The operator’s own service page does not mention it, so treat it as unconfirmed and do not rely on it.
Phone and Photography Rules at the Holy Mosques
First, correct the record. In December 2025 a large number of outlets reported that Saudi Arabia had banned all photography inside Masjid al-Haram and Masjid an-Nabawi for 2026. It was false.
A fact check found that the Saudi Press Agency, the Ministry of Hajj and Umrah and the General Authority for the Care of the Two Holy Mosques had issued no such directive, and that the claim originated from a single unverified post that was then copied across outlets in near-identical language. AFP separately found related posts using an AI-generated image.
The actual position in 2026:
Practical etiquette that nobody writes down: silence your phone before you go in. Do not take a call standing in a prayer row.
Livestreaming Tawaf is common and not prohibited, but do it from the outer circuits, not the inner ones, and be aware that walking a dense Tawaf while looking at a screen is a genuine safety hazard to you and everyone around you.
Set Up Your Phone Before You Leave
iPhone XR or newer, most Android flagships from 2019. On iPhone: Settings, General, About, Carrier Lock should read “No SIM restrictions.”
Saudi Arabia runs LTE on B1, B3, B8 and B20, and 5G on n1, n3, n8, n20, n28, n41, n77 and n78. Most handsets sold in Pakistan, Indonesia, India, Egypt, Turkey and the Gulf carry these comfortably. stc added 600 MHz and 3800 MHz in Makkah and Madinah in February 2026, so an n77 capable phone now gets something extra in the holy cities specifically.
QR code activation needs wifi. Do it at home the night before and let it activate when you land.
This is the single most common reason an eSIM appears broken. Your profile attaches to a Saudi partner network, your phone classes that as roaming, and blocks data until you permit it. Settings, Cellular, tap the travel line, Cellular Data Options, Data Roaming on. Leave it OFF on your home line.
That setting quietly moves your data back to your home carrier at their prices the moment you take a call, and your home carrier’s Saudi roaming rate is the thing you bought the eSIM to avoid.

Every experienced pilgrim on every forum says this and they are right. Phones die. The single most common reason people buy data for Umrah is fear of being separated from their group, and paper does not run out of battery.

Does a travel eSIM work in Makkah and Madinah?
Yes. There is no Saudi restriction on foreign eSIMs and pilgrims report them working normally in both cities. Saudi Arabia has 100% 4G and 5G coverage across the holy sites, with more than 5,200 towers in Makkah, Madinah and the holy sites. The question is not whether it works, it is which of the three networks you land on.

Do WhatsApp calls work in Saudi Arabia in 2026?
Nobody can tell you definitively and anyone who does is guessing. Saudi Arabia lifted its blanket VoIP ban in 2017 for compliant apps, WhatsApp was reported as still blocked at the time, and users began reporting working calls in February 2025 with no official confirmation ever issued. Is photography allowed inside the Two Holy Mosques?
Yes. The December 2025 reports of a total ban for 2026 were false and were fact-checked as such. Etiquette applies: do not obstruct the Tawaf or Sa’i routes, do not disturb anyone praying, do not photograph other pilgrims without consent. Drones are prohibited and professional cameras and tripods may be stopped at entry.
When is Umrah busiest?
Ramadan, by a wide margin. The quarter containing Ramadan 2025 recorded 15.2 million Umrah performances against 5.4 million the next quarter. Ramadan 1448 is expected around 8 or 9 February 2027, subject to the moon sighting. Buy your data early and buy more of it.
